Nevada employers operate under federal OSHA heat expectations, and those expectations are getting stricter. Any outdoor operation in Boulder City, from a solar build to a highway crew to a parks department, should understand where the rules stand and how a drinking water plan fits in. This is a practical overview, not legal advice, but it reflects what we see safety managers planning for on Boulder City sites.
In 2024, OSHA published a proposed Heat Injury and Illness Prevention standard covering construction, general industry, agriculture, and maritime. The proposal would require covered employers to build a written heat injury and illness prevention plan and, when the heat index reaches 90 degrees, to provide paid rest breaks every two hours, monitor workers for heat illness symptoms, and ensure clear access to drinking water. The rulemaking has moved through hearings and comment periods, and while a final rule is not yet in force, the direction is unmistakable.

Boulder City markets itself as clean and green, sits in a Colorado River basin under historic drought, and pays residents to tear out grass for desert landscaping. In a community with that identity, a jobsite or event generating tens of thousands of single-use plastic bottles is badly out of step. Cutting that waste is not just good optics here, it is aligned with how the whole town operates.
The scale of bottled-water waste on a working site surprises people. Take a representative Eldorado Valley solar crew of 50 workers going through six bottles each on a hot day. That is 300 bottles a day, more than 60,000 across a 200-day construction phase, and north of 100,000 on a multi-phase build. Every one of those bottles has to be purchased, delivered, iced, and then disposed of, often after being hauled across miles of dirt access road.
